No. Dance music is an actual genre of music. On satellite radio, there is a station that plays only dance music. It includes edm and electronic sounds as it's standout feature. By your standards, rap is also dance music if it is upbeat and can be danced to. FF counts as dance music because it specifically relies on computerized sounds. NOT because it also counts as pop. The Britney album is not dance music, but it is pop. Just like how a song like WSIBS is pop and R&b. The two are not one in the same. They can be mutually exclusive.

Your bias towards FF and edm is your own. Don't project your own preferences onto other people. EDM is cliche in terms of mainstream music. I have a heavy bias towards urban pop, but that doesn't mean I think Britney should do another urban album. I'd love it, but I do want something new and innovative.

And Circus is not boring.
