Yeah, Billboard only includes album sales that are $3.49 or more, because Born This Way hit #1 with over 1Mil sold thanks to the help of the Amazon deal. Under the current $3.49 rule it'd only chart based off of the 600k in other sales. Considering this .99c promo deal didn't start until like the middle of this week I'd say a majority of the 1 million + that bought 1989 bought it at full retail price and that it'll count towards it's first week sales
