But why are you guys assuming that she's performing? This was AP a couple of days ago and I think it's pretty obvious that they're just selling them because people who want to purchase tickets for POM might also be interested on seeing her presenting at the TCA's. They also sold tickets for that Britney Day event last year on that page. If she were to perform they would've announced it because of the amount of press and attention it'd bring.

However, it is irregular for them to sell tickets through ticketmaster if she isn't going to perform.

Ticket master is about upcoming events an artist has , it doesn't have to be performance wise

Yeah, a surprise performance, while unlikely to happen, is always a possibility, but at that time she was still promoting Femme Fatale, which was very successful, but PG is kinda dead now and I doubt she's gonna debut a new song so

TCA isnt her event and it makes no sense, she presented at the Espys too and tickets werent sold for that. I dont think it was since tickets were sold on Ticket Master amd Stubhub to the general public
