Since they're the TEEN Choice Awards she should go for a youthful look. A crop top that shows off her body and a cute skirt would be perfect, something following this style:

For the makeup, maybe pink lips and a light eye shadow the same colour as her outfit, and for the hair, a beautiful braid would be really nice!
