When the song came out i was so happy for her career,everything was so great the song was a big success and it was definitely because of Britney,bitch and now everything's wrong ? What happened between "Scream & Shout" and Britney Jean did i miss something because i'm so confused right now,the song didn't had that much promo so don't use it as an excuse for Britney Jean

Well, Will.i.am is very famous in europe, also before S&S, he released This is love that was also a hit, so that helped, radio played the song pretty fast. Then of course Britney's name helped the song in the US, and mostly thanks to the video being released on X factor. 

The difference is although there wasn't a lot of promo, Will had exposure around that time, Britney was on tv with X factor...

 

For Britney's own music, there's nothing, she releases something, and stay hidden, not even any hype, nothing, and when you are not under the spotlights for a long while you just can't release something just like that and do nothing, and worse after it flops, you can't release other flops the same way.

Heres another thing that pissed ppl off , Everyone was told that Danja, Mike Will Made It, Sean Garrette..etc (all the hot producers) would be working on it because thats what Britney chose (blackout 2.0) and then Will.i.am scrapped them and got his own producers since he was in charge and wanted a different route for brit.. And once everyone got to hear the outcome of it , it was a no no

And also Scream and shout was indeed promoted even w/out Brit , Will did performances for it
