I think it's because so many of the songs are so pop... but songs don't have to be ballads to be personal. I think Womanizer, Circus, Shattered Glass, Kill The Lights, Out From Under, Unusual You, Mannequin, Blur, My Baby... basically the whole album has connections to Britney's life. It's not her best album, but it's definitely a reflection of what was going on with her at the time.
