I don't think Madonna was quoting Britney.
She must probably was quoting the original source from that quote, the movie "To have and have not".
Britney is not the only artist that have quoted that line in one of its songs. Kylie Minogue did it too in a song also produced by Steve Anderson if I'm not wrong.
