If you're not a fan of someone it clearly doesn't make u a hater, but if u have something negative to say about a person just for an irrelevant reason then that would be considered a hater and not liking a person is also somewhat on a hater level if it's for a false reason

I just like how he does his makeup and hair and some of his outfits. The only thing that reminds me to Britney from him are his eyes. Good or bad impersonator is free promo for Britney.

It's basically the same thing. It's a different story if you say "I'm not a fan of his" or "I don't respect what he does"
