She's not singing whistle tones. It's part of the instrumental. 

 

Has she EVER sung whistle tones? Why would she do it now in one tiny little part so quietly if she were able to? It doesn't make sense.

whistle tones are completely different and if she can do them, she would have done them on Oops or ITZ
