Shakira has all the America Latina fanbase to support her even though I think she forgot them. Britney, well, Britney is just not that prominent (at least in my country) here anymore.

Shakira gets a lot of attention from the GP. At least here in Spain her songs are constantly playing on the radio and everyone talks about her, besides, she's with a very famous football player (and football is kind of a BIG thing here) so yeah, she's just very exposed

Shakira has Latin America support, and she always has made a very good european promotion. 

I don't know how it works in other countries, but here in Spain, Radio stations don't play the songs if the music company doesn't pay for it....I suppose it must be the same all around the world.

I think Britney is focused  mainly on EEUU, and it has its consequencies. I have heard no single Glory song on the spanish radio yet....
