There's a lot of factors to consider.

 

First, there's the promo and marketing for the album: aside from filming "Work Bitch" and "Perfume" music videos, there was none. GMA and the Vegas announcement was used solely as Vegas promo, barely mentioning the new album and focusing on the residency. I think she would have done a couple of promo performances if Vegas wasn't happening and/or her team wasn't marketing it as "the only place to see Britney Spears perform in the next 2 years." (The whole performance contract thing has been hashed out to death and, let's be real, nobody has a definitive answer, only what they understand as the truth.)

 

There's also the fact that album sales and single charting were just "okay" and didn't meet the expectations of her label/team. When you couple that with tons of fans on what was supposed to be her #1 fansite showing a blatant dislike for the album, why should her label (or even Britney, out of her own pocket) pay to produce a music video and service a single to radio from said "flop" album if they ultimately think the fans won't help the song along?

 

Singles are released in order to increase sales of an album. Unless they are suspending the release of a 3rd single in order to prolong the life of the album to the entirety of her residency, they must think that there's nothing more they can do to increase Britney Jean's sales.

The album didn't sell, the singles didn't perform as well as they could have, the label probably invested a lot of money into Will, Will, Sia & the gang in terms of production (It wasn't cheap to make), the videos were both sort of argued over (Britney wanted stuff cut from WB and we don't know what happened with the "Directors Cut" of Perfume, if it's even real), on the topic of videos, Joseph Kahn doesn't come cheap. The label was pouring money into this album and not making any back and Britney was focused on Vegas. By Britney's standards, this wasn't a great era, especially coming off of FF which, like it or not, had 3 top 10 hits that were pretty massive. RCA expected more and when they saw what was happening, probably pulled the plug. I imagine that had Britney fought for it, a 3rd single would be released, with reluctance from RCA, but she's probably more interested in Vegas and doesn't need a 3rd single for any reason, because she's making money there.
