Don't be delusional. Katy is very popular to the GP (obviously not as popular as she was during the TD era) so she doesn't need to buy views. Britney does, though. This shit fanbase is taking too long in getting the vids Certified.

Britney uploaded all of her videos from BOMT to SIWU on Youtube in either 2005 or 2006. When Vevo came out in 2009, all of her videos were erased (thus "resetting" the views) and reuploaded to the account we know today (BritneySpearsVEVO). And before then, most -if not all- of her videos had exceeded 100,000,000 views (the number needed for Vevo Certification)

 

Apparently, there were two other resets, but IDK what those are. But definitely all of her videos were Certified at some point.
